The Hearts and Hands fund is the working name of the WVU Emergency Relief Fund. The fund was started back in 1995.
This fund provides limited financial assistance when you are unable to meet immediate, essential expenses because of a temporary hardship related to a catastrophic emergency, such as, but not limited to, flooding, fire, serious illness, critical injury or natural disaster. Temporary means that you were able to manage your finances before but are now severely hundreds of dollars in debt and with these funds, could regain your financial stability within a couple of months. If you have longer-standing financial problems, you would not meet the temporary hardship requirement and would not be eligible.
Given the limited amount of funds, all requests cannot be approved even though there may be a clear need for assistance. This fund may be insufficient in the case of widespread disasters, community crisis, or war/terrorism.
One-time financial assistance of up to $500 to classified staff on the Morgantown WVU campus is available. Requests for assistance go the WVU Staff Council Executive Committee for the initial review and recommendation. The request will be taken to the Council for a final vote. If time is of the essence, and a decision needs to be reached quickly due to circumstances, the Executive committee will make the decision.

Attach a copy of all bills related to the hardship and any other documentation that may demonstrate the immediate catastrophic need for assistance.
You may be contacted by a member of the Staff Council executive committee after submitting the request. Executive committee members will need to review and discuss all materials submitted in order to assess what resources and/or other services might be available to you.
NOTE: If your application is found to contain misleading or inaccurate information it will be considered invalid and won't be forwarded to the Staff Council membership.
